Jefferson County, Montana Territory — 1869 Treasurer’s WarrantThis is an issued Jefferson County, Montana Territory treasury warrant, authorizing the county treasurer to pay a county obligation from public funds. Warrants of this type were issued after an expense had been approved by county authorities and effectively served as government payment instruments. They could be redeemed from available treasury funds or, as this example demonstrates, subsequently returned to the county in settlement of taxes.The warrant is dated May 3, 1869 and appears to have been issued to R. Radler for $5.00. The stated purpose is particularly interesting: “for services as Judge of Election for 1868.” An election judge was a local official responsible for helping supervise polling, maintaining order and proper procedure at the polling place, and assisting with the reception and counting of ballots. The warrant therefore represents payment for actual participation in the administration of an 1868 territorial election.It is signed by Henry C. Tash, Chairman of the Board of County Commissioners, and attested by the county clerk. The manuscript cancellation across the face indicates that the warrant was subsequently accounted for rather than remaining an outstanding county obligation.The reverse provides an important part of its financial history. It reads approximately:“Received for taxesOct. 29th 1869J. C. GilmoreTreas\'r”Thus, although issued in May, the warrant apparently circulated for several months before being accepted by Jefferson County Treasurer J. C. Gilmore for taxes on October 29, 1869. This illustrates an important feature of 19th-century local government warrants: they could circulate much like money and could sometimes be tendered back to the issuing government in payment of taxes.The piece is also visually characteristic of early territorial printing, with ornate Victorian lettering, decorative dollar-sign scrolls, “Jefferson County, M.T.” at the top and the “Gazette Print.” imprint at lower right. Dating from only five years after the creation of Montana Territory, and documenting compensation for an official involved in the 1868 election process, it is an appealing piece of early Montana territorial political and fiscal history.
