Colfax was known for his opposition to slavery while serving in Congress, and was a founder of the Republican Party. During his first term as speaker he led the effort to pass theThirteenth Amendment to the United States Constitution, which abolishedslavery.
The frame appears to be period with cracks and areas of missing paint appropriate for the age of the piece.
The engraving has small spots of discoloration and what could be a flake of paper from the edge that worked its way under the glass.
