It was administered under the Federal Emergency Relief Administration (FERA), with Harry L. Hopkins overseeing its operations. The program aimed to provide rapid, temporary jobs for millions of unemployed workers, primarily during the harsh winter months of 1933–34, before more permanent programs could be implemented
